Shelly E. Vallone

Shelly Vallone is an associate attorney, focusing her practice on Real Estate Litigation, Construction Litigation, Eminent Domain and Condemnation, and Land Use and Zoning.

Shelly’s interest in land use and eminent domain law began with her internship through the Accomack-Northampton Planning District Commission, in conjunction with the Virginia Institute of Marine Science, where she conducted research on coastal resources management and assisted municipalities on Virginia’s Eastern shore in obtaining grant funding for coastal resilience projects.  She worked at several law firms in Virginia as a legal intern prior to joining Miller, Miller & Canby, developing skills on a variety of land use and property matters, including land use entitlements, zonings and rezonings, special use permits, and special exceptions. She also worked with real estate transactional teams on real estate contracts and documents, such as reciprocal easement agreements and condominium bylaws.

Shelly’s passion for land use law was evident in law school, where she took classes in land use, eminent domain, and state and local government law. She was the 2023 recipient of the Toby Prince Brigham OCA Scholarship, awarded by Owners’ Counsel of America. Shelly was selected after a national search, which drew applicants from law schools across the country.  As the scholarship recipient, Shelly attended the ALI-CLE Eminent Domain and Land Valuation Litigation conference in Austin, Texas, where she furthered her comprehension of substantive issues and best practices in the field of eminent domain. Shelly also attended the Brigham-Kanner Property Rights Conference in 2021 and 2022. 

Shelly obtained a Bachelor of Arts degree in Government from The University of Virginia. She received her Juris Doctor from William & Mary Law School. During her time there, she was also the executive editor of the Environmental Law and Policy Review.
