Ms. Daniel is an attorney in the Land Use & Zoning practice group, focusing her practice in zoning law and land use planning and development as well as administrative and municipal law for clients that include municipalities, property owners and developers.
Prior to joining Miller, Miller & Canby she served as the City Attorney for the City of Rockville and as an Associate General Counsel with the Maryland-National Capital Park and Planning Commission. As City Attorney, Ms. Daniel served as legal counsel to the Mayor and Council of Rockville, the City's numerous Boards and Commissions (including the Planning Board, Board of Appeals, Historic District Commission, Ethics Commission and Board of Supervisors of Elections) and to City staff from every department in the City (including Planning, Human Resources, Public Works, Police and Finance). During her tenure at the City, she provided legal advice and represented the City in connection with a wide range of issues involving, among others, land use and zoning, police enforcement, ethics, election and employment matters. She effectively served as the City's parliamentarian and has extensive experience with administrative procedure as well as with the Maryland Public Information Act and the Open Meetings Act (Maryland's sunshine law). At the Commission, she served as lead counsel to the Montgomery County Planning Board and the Montgomery County Planning Department and served as supervising attorney for the General Counsel's Montgomery County Land Use Team. In connection with her representation of the City of Rockville and the Park and Planning Commission, Ms. Daniel has worked on legislation at the State, county and local level. Her extensive experience in these prior capacities makes her uniquely qualified to provide representation and advice to private clients seeking land use and other development approvals before various municipalities and planning authorities. Her experience also makes her exceptionally well-qualified to represent and advise public entities when outside counsel is needed.
Prior to her tenure with the Commission, she worked as an associate with a professional malpractice defense firm in Baltimore and clerked for the Honorable Graydon S. McKee, III, in the Circuit Court for Prince George's County, Maryland. Ms. Daniel is a member of the Maryland and Montgomery County Bar Associations as well as the International Municipal Lawyers Association and the Maryland Municipal Attorneys Association (MMAA). She holds a Bachelor of Arts degree from the University of Maryland and a Juris Doctor with honors from the George Washington University.
